Anyone know if there is any way to add a fee to a normal plan rate if it expires?

For example. all users are required to pay by the Jan 30th and a late fee of 15 dollars kicks in on the 31st?

When the sub category is clicked, the menu turns out to look like this:

What I want is to have the sub category list to stay the same position from the left side except that the selected one's text color becomes black, as it is already.

Where do i look to correct it? Please, some hints, I am a newbie to Joomla, so don't be too harsh ;)
